McAlister feels all federal licensing laws only restrict competition and should
be abolished. Celeste and DeWine favor keeping laws which restrict entry to
employment such as taxi driving and hair braiding. These laws, says McAlister,
serve only to keep the low-skilled, especially minorities, from entering the
entrepreneurial work force.
