Constitutional Amendment which requires that a) total federal outlays for any fiscal year shall not exceed total receipts for that fiscal year without at least a three-fifths vote of the whole number of each House of Congress; b) the limit on United States debt held by the public shall not be increased without at least a three-fifths vote of the whole number of each House; and c) no bill to increase revenue shall become law unless
approved by at least a majority of the whole number in each House by a roll-call vote. YES2. TAX LIMITATION AMENDMENT TO U.S. CONSTITUTION. I will work and vote for a U.S. Constitutional Amendment to require a roll-call vote of at least two-thirds of the
whole number of each House of Congress to increase revenue in any way. YES3. SPENDING RESTRAINT. I will work and vote for a real net reduction in total discretionary spending based on inflation-adjusted, baseline numbers (which exclude
emergency and supplemental spending) from the previous fiscal year. I will not vote for budgetary gimmicks – such as negative spending, redefining spending as mandatory, and
emergency spending – that give the false appearance of actual spending reductions. YES4. NO TAX INCREASE. I believe the current tax burden is far too high. Accordingly, I will a) vote against ANY increase of ANY tax – including individual income taxes,
corporate income taxes, payroll taxes, and excise taxes; and b) vote against any attempt to repeal, limit, or delay income tax indexing, which prevents inflation from bumping
taxpayers into higher tax brackets. YES5. RETIREMENT SECURITY. Recognizing that Social Security will default on its obligations to future retirees unless fundamental reforms are made, I will work and vote
for a gradual transition to a system that creates mandatory personally-controlled retirement accounts for future workers, reduces payroll taxes in order to encourage private saving,
provides a modest publicly-funded program for low-income seniors, and protects the basic benefits promised to current retirees and those who will retire in the next decade. YES6. MAJOR TAX REFORM. I will work and vote to repeal the entire federal tax code and completely replace it. YES

_ a national retail sales tax that provides reasonable protection for low-income people, with a U.S. Constitutional Amendment to abolish and prohibit all federal
income taxes after a transition period
_ a single, low, flat-rate income tax with a large exemption for each taxpayer and dependent, with a U.S. Constitutional Amendment to prohibit more than one income tax rate_X_ Other: I would work to reduce the size of the federal government according to Article 1, Sec. 8 of the Constitution. Once accomplished we won't need a sales tax or income tax. The legitimate needs of a federal government could be financed from corporate taxes and other federal taxes which already generate over $300 billion. 8. REPEAL MARRIAGE TAX. I will work and vote for complete elimination of the marriage tax penalty, including allowing every married couple to split their total taxable
income into two equal parts and apply single-person income tax rates to each half. YES9. REPEAL DEATH TAX. I will work and vote for complete repeal of the federal estate and gift taxes. YES10. ACROSS-THE-BOARD TAX CUT. I will work and vote for cutting federal income tax rates by an equal percentage across-the-board. YES11. OPPOSE INTERNET TAXATION. I will oppose any and all efforts to tax Internet transactions or commerce, including efforts to compel vendors to collect taxes on out-of-state sales. YES
